According to the article "Israel to Implement Wood Packaging Treatment Rules" by Randi Keenan, Israel will be imposing a new international standard on importing and exporting wood packaging.  This new law takes effect on October 1, 2009. 

The requirements placed by the ISPM (International Standard for Phytosanitary Measures) 15 states that wood packaging makers must "use either a standard heat treatment or methyl bromide fumigation procedure". No matter which treatment is used all wood packaging must be marked and visible. Within the packaging, the treatment facility, country and producer codes must be included. This mark has been approved by the United Nations Food and Agriculture Organization's International Plant Protection Convention (IPPC).

For those who attempt to export wood packaging materials that do not contain the correct markings, those individuals will have to make special arrangements for the cargo to be released.  "All costs related to this process will also be the responsibility of the importer".
